The [HK government] issued a solemn statement today (December 4) to condemn strongly the shameful acts of Chow Ting, who was arrested by the National Security Department of the Hong Kong Police Force for suspected violation of the offence of “collusion with a foreign country or with external elements to endanger national security”, of absconding to avoid legal responsibilities. She blatantly claimed in social media that she planned to jump bail, which is a total disregard of law and order. The HKSAR Government will spare no effort in bringing her to justice in accordance with the law.
Chow Ting’s flagrant disregard for police bail terms showed that she is completely devoid of integrity. She has also never soberly reflected on her acts, which are suspected to have violated the law, but has tried to escape from legal consequences. No matter what excuses she put forward or how she attempted to deceive and win sympathy, her hypocrisy, disgrace and disregard for law and order are laid bare.
Endangering national security is a very serious offence, and the HKSAR Government will fight against it with full force and pursue the liability of the person to the end. Fugitives should not have any delusion that they could evade legal liabilities by absconding from Hong Kong. Fugitives will be pursued for life unless they turn themselves in.
The HKSAR Government urged Chow Ting to repent and co-operate with the Police, be responsible for her own act and turn over a new leaf, before it is too late for regrets.

So how does the government actually know if a civil servant votes or not?
If they are given time off, will they be supervised on their trip to the polling station?
Transport costs will be reimbursed? Does that mean busfare or taxi?
So they are offered money to facilitate their voting. How will that be monitored?
I think the people of Hong Kong have looked at the new “improved” voting system, and the numbers of people they can vote for, and will make their own decisions as to what to do.

HKID numbers are crossed off a list of eligible voters when you present your ID card to collect the voting papers. They may not know how you voted, but they can know that you turned up to vote.

Given that there are two separate so-called councils does this imply that the police force is an undisciplined service?
Obviously when you vote the fact that you have done so is recorded, not least to avoid you voting twice. Who you vote for is (should be) secret, but the fact that you have voted (or at least turned up at the polling station ans submitted a ballot paper, whether with a vote or not) is not secret.

The irony is that Chow’s self-centred actions have seriously 4cked over the futures of the other rioters who are currently banged up. The authorities will now impose even tougher constraints on them once they are released. At this present moment, I suspect that her head is floating around on a luxurious flying-carpet of smug. However, when this mood subsides, I sincerely hope she spends the rest of her life in in deep contemplation and regret.

There is a fallacy, which infects almost all of the commentators who follow this blog, that democratic countries are ‘free’ and are better than here on numerous fronts. They are not, and Hong Kong offers many positive things (which explains why so many of gripers still hang around in the city despite their incessant moaning). Those who don’t like the system here really ought to leave. Actually, I won’t pay for their flights, but I’ll definitely cover their Airport Express fees (one-way). It is perhaps worth pointing out that Agnes Chow was only on bail under suspicion. She has not been charged with any national security offence. Furthermore, her previous conviction was in relation to unlawful assembly, not to riot, making Reactor #4’s mention of “other rioters” potentially libellous.

Besides in Canada you can vote out bad leaders, no such option on HK and governance is not better here than the west, it’s actually much worse. Taxes are low and that is appealing for many including me for tax residency but that isn’t a result of our amazing governance or lack of the ability for the public to vote in leadership but rather due to the way land is handled as an indirect tax.

As for the election turnout, the “encouragement” for civil servants to vote will probably increase the turnout, but will it also increase the number of spoiled / blank ballots as well? If I was a civil servant, that is what I’d be doing just to cover my career prospects. Zero downside to show up, take a longer lunch that is subsidized and submit a blank ballot.
